Job Description

 

Elk Hill

 

JOB TITLE:  House Manager

 

FLSA:   [  ]Exempt   [X] Non-Exempt     [  ] Volunteer

 

Primary Function:

To implement and supervise a structured program of care consistent with the organization’s mission and the Program Director’s overall residential program

 

General Responsibilities:

  • Maintain a high standard of childcare during coverage, including appropriate documentation of each shift.  This also includes overseeing the physical care of the facility’s youth, their development of acceptable habits and attitudes, providing behavior support and intervention, and helping the youth meet their goals and objectives as outlined on the individual’s service plan
  • Provide positive role-modeling of Elk Hill’s core values--respect, personal responsibility, hard-work, lifelong learning, and courage
  • Build and maintain positive, nurturing relationships with all youth and their families
  • Advocate the rights of youth
  • Assist with training of new staff
  • Work towards annual goals for personal, professional and educational development
  • Work cooperatively with staff and treatment team to improve the quality of the facility’s total program
  • Promote an atmosphere of openness, honesty, and understanding among residents, Elk Hill staff, and other persons associated with Elk Hill
  • Works towards certification in Virginia’s uniform assessment instrument (CANS)
  • Maintain a valid driver’s license and good standing with Elk Hill’s auto-insurance policies
  • Maintain up-to-date certifications in CPR/First Aid, and MANDT
  • Demonstrate a high and on-going level of competence in residential programming as well as motivation and commitment as an Elk Hill employee
  • Within the scope of the positions job description and as delegated by the Program Director, maintain compliance with licensing standards and Medicaid expectations
  • As scheduled, provide rotating AOC (administrator on call) support/coverage
  • Perform other duties as designated by the facility’s Program Director


 

Facility Management Responsibilities:

  • Maintain adequate and available supply of basic hygiene products, linens, detergents, and general household supplies. Identify needs, and with Program Director’s approval and within budgetary guidelines, make purchases as required
  • Develop, post, and maintain on file daily/weekly meal-menus in accordance with licensing regulations and FDA recommendations.  Ensure counseling staff adhere to meal schedules
  • Maintain a supply of groceries that support weekly food menus, making food purchases with Program Director’s approval and within budgetary guidelines
  • Ensure overall cleanliness and orderliness of the physical plant in accordance with policy and procedures, program expectations, and licensing regulations
  • Ensure physical plant is in compliance with adequate and inspected fire extinguishers, posted fire plans, and emergency escape routes

 

 

Administrative Responsibilities:

  • Assume a lead role in assisting the Program Director in training new personnel, providing documentation of orientation in compliance with licensing regulations
  • In coordination with the Program Director, assume responsibility for monthly staff schedules in accordance with licensing regulations, Medicaid standards, and Elk Hill’s policies and procedures
  • In consultation with the Program Director, schedule and plan for staff vacations, PTO requests, and on/off site trainings. Cover additional shifts as needed to ensure appropriate coverage
  • Monitor counseling staff’s documentation and compliance in providing psycho-educational programming. Provide the guidance needed to support counseling staff’s compliance
  • Assist the Program Director in providing oversight of the facility’s medication administration program--providing consultation to staff as needed. Monitor medication administration records (MARS) for compliance and make routine reports to the Program Director
     
  • In coordination with the Case Manager, ensure all prescribed medications are available for administration, maintain adequate supply of over-the-counter      medications, and appropriately dispose of all expired or discontinued medications
  • Provide the facility’s Program Director with routine updates as to each employee’s compliance with implementing a structured program of care and psycho-educational     programming.  Make additional reports to the Program Director as to each counseling staff’s quality and timeliness of required daily documentation.  Provide Program Director with input towards each employee’s annual performance evaluation, growth towards professional development, and any other performance related issues
  • Document staff and treatment team meetings.  Maintain documentation of youth’s progress in phase program
  • Provide monthly administrative supervision to all residential staff as needed

 

 

Programming Responsibilities (in addition to those identified in the “general responsibilities”):

  • Implement and oversee the Program Director’s psycho-educational programming
  • Develop daily and weekly programming schedules consistent with the facility’s overall structured program of care (documentation of implementing a structured program of care). Ensure residential counselors implement approved schedules
  • Lead, implement, and supervise the Program Director’s in-home and community-based employment program     for group home residents, including work-pay, allowance, and restitution     programs.  Maintain balance sheets     for youth’s savings, allowances, and restitutions
  • In compliance with licensing  regulations and/or Medicaid standards, document youth’s daily progress towards his/her most updated service plan goals and objectives

 

Minimum Requirements for the position:

  • A baccalaureate degree in social work or psychology and two years of professional experience working with children, one year of which must have been in a     residential facility for children; or
  •  A bachelor’s degree and grandfathered as a QMHP or have a variance as a QMHP, by meeting DMAS standards for qualifications through related course work and experience, and a combination of two years professional experience with children, one year of which must have been in a residential facility for children; or

‍In addition, Residential House Manager candidates should possess the following traits, skills and/or experience:

  • Hold current certification in or ability to obtain certification in medication administration
  • Exceptional ability to implement a youth’s service plan and identify service planning needs
  • Strong awareness and knowledge of residential living and group dynamics
  • Working knowledge of psychiatric diagnosis
  • Must have up-to-date certification in the facility’s Behavior Management Program and can apply such skills as needed and required in the day-to-day interactions with youth
  • Must have up-to-date certifications in CPR/First Aid
  • Maintain valid driver’s license and good driving record
  • Good physical health and remain current with annual TB screening and other certifications
  • Strong organization and time-management skills
  • Professional writing skills, required
  • Sense of humor

 

Organizational Relationships:

  • Responsible to the facility Program Director and/or immediate supervisor
  • Contributing member of the facility’s treatment team
  • Serve as AOC on a rotating basis and administrator-on-duty during shift coverage.
